South Africa could have arrested a war criminal, but let him get away

Sudan’s president Omar Al-Bashir has been wanted for years by the International Court of Justice for war crimes and genocide. This usually means his travel options are limited, as countries are supposed to arrest him and turn him over if he steps outside of his borders. Earlier this week he was in South Africa, and although the high court ruled that he should be arrested, his plane instead flew safely back to Sudan with him on it. What happened?
