For many, NATO seemed to have outlived its usefulness. The only time Article 5 (the one requiring everyone to help if one member is attacked) has only been invoked once: on 9/11. Its most recent military intervention wasn’t in Europe at all, but rather in Libya. But with Russia increasingly antagonistic on the edges of Europe, perhaps NATO is once again relevant. But according to new data, there is a lot of disagreement in Europe about whether those obligations are still important or relevant.
