What’s a border?

The question, less straightforward than it initially sounds, arose in Spain as more and more Africans try and climb the fences into Spain’s African enclaves (yes, they still exist). Are borders just fences? (Do good fences make good neighbours?) Are there mental national borders? Ideological national borders? What obligations does a country have to people crossing its borders? Fascinating look at how this question is divisive and high-stakes somewhere that isn’t the US-Mexican border.
